Research lines

GIPE has experience in a number of research lines. The strategic planning of GIPE for 2010-2014 includes research projects in the following topics:

1. Training policies

GIPE has developed for long time research projects on training policies. For the next period the group will focus on in-service training policies, with special reference to the following aspects:
  • Factors determining the transfer of in-service training to different stakeholders by validating and implementing the 'Learning Transfer System Inventory' to the Catalan and Spanish context.
  • Evaluation of the transfer of in-service training systems to the public administration.
  • Impacts of in-service training publicly financed.
2. Financing and management of educational systems.

GIPE has a very relevant expertise in the area of educational finance and general diagnoses of educational systems. Members of GIPE have developed research projects and have produced many publications on issues like educational resources, educational costs and general evaluations of educational systems. GIPE will continue developing research projects in these fields by contributing to the following projects:
  • State of the art evaluation of the Catalan and Spanish educational systems by contributing to the publication of Annual reports on education and social policies (Annual report on education in Catalonia, Spanish Social Policy Report, Alternatives in Education)
  • Collaborative projects with public bodies about normative criteria to distribute educational grants to municipalities and to social groups.
  • New tendencies in educational finance and management after the approval of the new educational law in Catalonia.
  • International trends in educational finance and governance.
3. Higher education policies

In recent years the construction of the "European Educational Space" in higher education has focused the attention of many educational stakeholders. GIPE has contributed to a better understanding of the Bologna process by developing work in this field. For the following years GIPE will continue developing research projects, like:
  • The impact of University organisational systems on students' educational performance and its consequences for educational planning.
  • Lecturers and students' attitudes towards the Bologna process and new teaching and learning practices.
  • Factors determining equity in educational performance of university students.
  • Teaching mobility and its impacts on educational practices and professional representations.
4. Education, poverty and inequality

This is one of the strongest research lines of GIPE. Members of GIPE have developed extensive analyses on factors of educational inequalities, territorial inequalities or the effects of poverty on education. The experience of GIPE scholars covers local, national and international contexts, including European, Latin American and Asian countries. Research projects foreseen for the following years in this field are:
  • Impact of initiatives associated to the Education for All (EFA) project on educational inequalities in Latin America.
  • Relationship between educational and non-educational dimensions of development in several Latin American countries.
  • Statistical multivariate analyses of factors causing educational inequalities in developing countries.
  • Normative analyses of policies for the reduction of educational and social inequalities.
  • Comparative analyses of educational inequalities in different countries using international tests like PIRLS, TIMSS o PISA.
5. Globalisation, education and development

GIPE has contrasted expertise in studying the effects of globalisation processes on education and development. Publications of GIPE members include evaluations of tendencies of the Global Educational Policy Agenda, the impact of globalisation on different scales of educational governance or the role of supranational actors in education, like the Word Bank. For the next period GIPE will develop research projects in several aspects:
  • External influences on educational policies in the context of Latin American integration processes.
  • Implications of the Open Method of Coordination of the European Union on member states educational policies.
  • Collaboration with the International Bureau of Education (IBE) of UNESCO about the impact of inclusive education policies.
  • International social movements and their role in influencing the Global Educational Agenda.
6. Evaluation of educational systems and educational policies

GIPE has a comprehensive and extended experience in evaluation of educational policies. There is a significant number of studies on the evaluation of equity, efficiency and excellence of educational systems and the assessment of outputs and outcomes of educational policies. The work of GIPE is also relevant in the development of evaluation models and indicators, with special reference to the study of institutional factors of educational systems. For the following years GIPE will develop research projects in the following areas:
  • Analyses of institutional factors on equity, efficiency and excellence of educational systems New methodological approaches of educational systems evaluation
  • Ex-ante evaluation of educational policies' impacts (cost-benefit analyses, micro-simulations of grants' policies)
  • Ex-post evaluation of educational policies (grants' system, vocational education and training policies, impacts of TIC policies in primary education)
7. Local education policies

GIPE has developed studies on processes of decentralisation of educational systems and its consequences on several dimensions of educational governance and educational results. This research line includes assessment of the role of local governing bodies in educational management and changes in the processes of educational quality in equity in specific local contexts. For the following years GIPE will develop research projects like:
  • New methodologies in school segregation analysis and evaluation of school segregation tendencies in Catalonia.
  • Comparative analyses on school segregation in different countries.
  • Normative systems of educational resource allocation among different municipalities.
  • The role of new local governing bodies in the management of education in Catalonia after the new educational law.
  • Participation processes in educational policies and processes in several local contexts.
